The International Energy Agency is an intergovernmental organisation based at 9 rue de la Fédération, 75739 Paris Cedex 15, France, with a regional cooperation centre at 4 Shenton Way in Singapore. Its mission page states that it was created in 1974 to help coordinate a collective response to major disruptions in oil supply, and that it now takes an all-fuels, all-technology approach covering oil, gas, coal, renewables, electricity, efficiency and clean energy technologies. Dr Fatih Birol has been Executive Director since 2015, with Mary Burce Warlick as Deputy Executive Director.

Membership and global coverage

The IEA publishes its membership in three groups. Thirty-two countries are members, from Australia, Austria and Belgium through Japan, Korea, Mexico, New Zealand, Norway, Poland, Spain, Sweden, Switzerland, Türkiye, the United Kingdom and the United States. Six countries are in accession — Brazil, Chile, Colombia, Costa Rica, Israel and Romania — and fourteen are association countries: Argentina, China, Egypt, India, Indonesia, Kenya, Morocco, Nigeria, Senegal, Singapore, South Africa, Thailand, Ukraine and Viet Nam. The agency states that this group accounts for about 80 per cent of global energy consumption, 64 per cent of global energy production, 77 per cent of energy-related CO2 emissions and 87 per cent of global clean energy investment. The mission page notes that the agency began opening to major emerging economies in 2015.

What the agency does

Its stated role is to provide authoritative analysis, data, policy recommendations and practical solutions. Alongside oil security and emergency response mechanisms, current work areas include energy security, artificial intelligence, investment, critical minerals, access and affordability, climate change, and energy and gender. The IEA runs technology collaboration programmes that underpin international public-private research partnerships, delivers training worldwide on statistics, modelling, technology and efficiency, and maintains a data offer that includes data explorers, downloadable and paid data sets, a policies database, a chart library and an energy statistics browser.

Flagship reports and 2026 output

The agency's publishing programme is one of its most visible activities, and the current list on its site includes:

  • Oil Market Report, published monthly — the September 2026 edition is dated 11 September 2026.
  • World Energy Outlook, its flagship long-term outlook; the 2025 edition was published on 12 November 2025.
  • Energy Technology Perspectives 2026, released on 26 March 2026.
  • Sheltering From Oil Shocks, a fuel report published on 20 March 2026 on measures to reduce the impact of oil price shocks on households and businesses.

News published during 2026 covers the response to disruption in the Strait of Hormuz, including a piece on electrification taking centre stage as the shock pushed countries to strengthen energy security, a podcast episode on rising diesel prices, and preparations for a clean cooking access summit in Nairobi in 2027. The Executive Director's biography cites his role in the international response to that 2026 crisis as well as the 2022 invasion of Ukraine.
