On 11 August 2026 Phillips 66, Kinder Morgan and HF Sinclair announced a final investment decision on the Western Gateway Pipeline, moving the project into execution. The system is designed to create a new refined products supply route from St. Louis, Missouri and expanded Gulf Coast origin points to western markets including Phoenix, Arizona and California. It combines an approximately 900-mile new-build pipeline from Borger, Texas to Phoenix with Kinder Morgan's existing SFPP West Line from Phoenix to Colton, California, which will be reversed to move product west, while Phillips 66's Gold Pipeline is reversed to feed the system toward Borger. Initial capacity is designed at 230,000 barrels per day with room for later expansion, and completion is targeted for 2029 subject to permits and regulatory approvals. Phillips 66 will build and operate the Borger to Phoenix segment and Kinder Morgan will operate the Phoenix to California section. A second open season secured long-term shipper commitments sufficient to proceed.
