Borouge is a polyolefin producer based at Borouge Tower in the Shaikh Khalifa Energy Complex on Abu Dhabi's Corniche Road. It was founded in 1998 as a strategic partnership between ADNOC and Borealis to build and run a petrochemical complex at Al Ruwais Industrial City in the United Arab Emirates, with sales and marketing organised from Singapore. Production began in 2001 with 450,000 tonnes a year, and the company now employs more than 3,100 people and sells to customers in over 50 countries across Asia, the Middle East and Africa.
Capacity growth at Al Ruwais
Borouge has expanded its Ruwais capacity in stages: output tripled to 2 million tonnes a year by 2010, rose to 4.5 million tonnes by 2015 and reached 5 million tonnes in 2022, a tenfold increase over two decades. The complex runs on Borealis' Borstar and Borlink technologies, which underpin the company's polyethylene and polypropylene grades for infrastructure, energy, electrification, mobility, agriculture, healthcare and advanced packaging. A compounding plant in Shanghai and a network of logistics hubs, warehouses and gateways across the MENA region, Europe and Asia support the sales operation, and the Borouge 4 expansion continued through 2026, with the first batch of materials delivered to support the UAE energy sector in May 2026.

Operations, digitalisation and logistics
In January 2026 Borouge reported progress on industry-first artificial intelligence autonomous operations at the Ruwais facility, which it links to improved performance and competitiveness. On the logistics side, the company signed strategic partnerships inside the UAE in May 2026 to strengthen supply chain resilience and began working with AD Ports Group on the possibility of an alternative export hub on the UAE east coast, aimed at shortening routes to Asian markets. These moves sit alongside the group's Borouge 4 expansion and its existing marine and road distribution network.
Circular economy and product development
Borouge and Borealis launched the Recleo brand for mechanically recycled polyolefin solutions in December 2025, and in February 2026 joined Pelita Mekar Semesta, Reciki Solusi Indonesia and a subnational climate fund in a project to build an integrated circular waste management ecosystem in Indonesia. Other 2025 introductions include a low-density polyethylene grade made in the UAE for healthcare applications and polyolefin grades supplied for a sport utility vehicle programme. The company publishes sustainability goals covering operations and supply chain, circular economy, community impact and internal performance culture, and works within Responsible Care and REACH frameworks.
